Full-Time Deputy Fire Chief - Training & Fire Prevention

We are seeking an experienced and dedicated Deputy Fire Chief to oversee the development, implementation, and management of comprehensive training and fire prevention programs. This leadership role will be pivotal in enhancing the skills and capabilities of all department personnel, ensuring they remain at the forefront of industry standards and best practices. This position is also responsible for providing emergency responses, ensuring the department's ongoing operational readiness, and effectively supervising and collaborating with paid on-call members to maintain a high level of preparedness and performance.

Required Knowledge, Skills, and Abilities :

  • Ability to mentor, lead, and develop volunteers to maximize their time, talents, and resources.
  • Effective communication and interpersonal skills.
  • Possess extensive knowledge of OH&S regulations, Alberta Fire Code, Alberta Building Code, and National Fire Protection Association.
  • Knowledgeable with current legislative requirements under the Alberta Occupational Health and Safety Act.
  • A proficient user of fire-related and office software such as FirePro / FDM and Microsoft Office Suite.

Position Requirements :

  • Support the Fire Chief in preparing and administering department goals and objectives related to training, fire prevention, and emergency management.
  • Manage and supervise firefighters following the Town of Blackfalds Policies, the department’s Standard Operating Guidelines, and other applicable standards and acts.
  • Assist with the recruitment and training of new members and mentoring programs.
  • Develop an annual training schedule aligned with department needs.
  • Develop lesson plans to coordinate department training programs.
  • Facilitate specialized training courses for the Fire department regarding the levels of service. Work with the paid on-call members to develop and deliver training.
  • Coordinate Fire Inspections, fire prevention programs, and public education initiatives.
  • Ensure the Quality Management Plan needs are being met, as per Safety Codes.
  • Assume command of emergency incidents as per department policy.
  • Assist with investigations of Fire Department vehicle and equipment accidents and injuries, submit reports, and implement preventative measures.
  • Conduct fire investigations as a Safety Codes Officer as per the Quality Management Plan and Safety Codes Act.
  • Work with industry throughout the Fire District to coordinate firefighting and utilize industry resources and trained personnel.
  • Maintain current knowledge of the latest technology in fire suppression and fire prevention.
  • Assist with the training of the Medical First Responder program as required with Alberta Health Services.
  • Review physical, biological, and chemical workplace hazards.
  • Education and Experience :

  • Post-secondary degree or diploma in Emergency Management or a related field.
  • Five (5) to eight (8) years of previous supervisory experience in fire service.
  • National Fire Protection Association - 1001, Level 2 (IFSAC or PROBOARD), 1002 Driver & Operator, 1021 Level 1.
  • Preferred National Fire Protection Association - 1031 Level II, 1041 Level II, 1033, 1051, 1081 Industrial Fire Fighter, 1403, 1521, Incident Command Training (ICS) 300.
  • Safety Codes Certification for fire officer / inspection / investigator experience (Group B2 Inspector, and Group C2 Investigator as per Safety Codes Scope of Practice and Qualifications), as well as an in-depth understanding of the Safety Codes Act.
  • Additional Requirements :

  • Must be a minimum of 18 years of age.
  • Criminal Record Check.
  • Valid Class 3 Driver’s License with Air Endorsement and current five (5) year clean driver abstract.
  • Safety Codes Certification for a Safety Codes Officer.
  • Standard First Aid Level C and CPR.
  • In good physical condition (agility and mobility).
  • Able to manage and oversee training sessions during evenings (e.g., Wednesday evenings) and weekends, ensuring flexibility.
  • Experience in public speaking and community engagement activities.
  • Experience in Occupational Health & Safety Programs at the management level.
  • Physical Demands : Physical demands of a firefighter, providing fire suppression; rescue operations, and medical responses such as sitting, walking, standing, climbing, pushing, pulling, throwing, running, bending, crawling, crouching, driving, and carrying.

  • Ability to manually lift 50-85 lbs. of equipment properly as required.
  • Ability to lift and bend while performing duties on an incident or everyday duty. Examples include but are not limited to climbing ladders, hose washing, racking hose beds, and testing of hose. On scenes from patient care and lift assists to working with rescue tools.
  • Work Environment : The work environment can include working indoors and outdoors, working in apparatus to site-specific non-emergency and emergency.

  • Exposure to diseases and hazardous environments.
  • Emergency response duties are conducted under all weather, environmental, and road conditions during all hours of the day for extended periods.
  • A highly stressful and hazardous environment that requires correct immediate action to resolve incidents.
  • The Deputy Fire Chief - Training & Fire Prevention position works 35 hours / week. This position requires flexibility, as it involves working evenings and weekends to conduct training and support on-call members.

    The salary range for the Deputy Fire Chief - Training & Fire Prevention is $101,780.88 - $114,621.70 annually.
