Join us as the Operations Manager for Bylaw Enforcement in the City of Coquitlam! Our team consists of knowledgeable, passionate, and experienced individuals who address community issues and contribute to the city's high quality of life. We're looking for an experienced leader to oversee the overall operations and day to day financial management of our Bylaw Enforcement and Business Licensing services, which play a key role in maintaining community standards and supporting local businesses with regulatory compliance.

This exciting opportunity is a newly established role that's perfect for a new candidate looking to become an important part of our Bylaw Enforcement, Licensing, and Animal Services Division. Reporting directly to the Bylaw Enforcement & Animal Services Manager, you'll play a crucial role in preserving the city's quality of life and business environment. Your responsibilities will include supervising a team involved in bylaw and licensing administration, as well as field operations. Your expertise will ensure compliance with local regulations and rules, contributing to a safe, clean, and well-organized community.

You will lead a dynamic team focused on providing generalized bylaw enforcement and licensing services to the public. Your main duties will include :

  • Leading and supervising a team consisting of bylaw enforcement officers, licensing staff and administrative support personnel. Offering guidance, mentorship, and clear direction to ensure exceptional performance and a collaborative work environment.
  • Ensuring adherence to community regulations and standards, nurturing a safe and harmonious environment.
  • Exercising primary managerial oversight for escalated complaints and public concerns, handling matters in a professional and tactful manner.
  • Engaging with the public to provide educational information about bylaw-related issues, thereby enhancing awareness and comprehension.
  • Cultivating positive relationships within the community through transparent communication and effective information dissemination.
  • Providing strategic guidance to licensing staff to ensure the efficient administration of the City's licensing initiative.
  • Collaborating with the division manager to effectively address intricate issues or matters affecting the entire community.
  • Creating and presenting reports to Council and Committees in collaboration with the division manager, showcasing insights and offering recommendations.
  • Contributing valuable input on changes in policies, revisions to bylaws, and administrative affairs related to bylaw enforcement and licensing services.
  • Overseeing the dog licensing program and ticket disputes, supporting impartial and equitable adjudication.
  • Facilitating efficient debt collection processes for all departments involved in bylaw enforcement activities.
  • Devising plans, schedules, and management strategies for shifts, vacations, and extended operating hours, ensuring continuous coverage seven days a week from City Hall and the Coquitlam Animal Shelter.
  • Drawing upon your comprehensive understanding of relevant legislation, regulations, City bylaws, policies, and procedures to guide staff in making informed decisions and taking appropriate enforcement actions.
  • Strong leadership and interpersonal skills, ability to act impartially with tact and diplomacy in sensitive situations.
  • Embracing change and fostering a culture of innovation and initiative within the team. Adapting positively to evolving circumstances and identifying opportunities for ongoing improvement.

Our ideal candidate would hold a Bachelor’s degree in a relevant field such as Business Management, Public Safety, Public Administration, or Criminology as well as a minimum of three years of progressive professional experience including experience at the supervisory or junior management level. This would be complemented by specialized training in municipal law and regulation, law enforcement and / or community safety.
