Job description

Position Summary

The Manager, International Programs is responsible for providing oversight in program planning, implementation, and compliance across all operational countries. This includes assisting with high-quality donor reporting, proposal development, and supporting the successful start-up in new countries of operation. The role ensure that all project deliverables align with donor contractual requirements and organizational best practices.

Key responsibilities include supporting country teams in designing, administering and supporting the implementation of programming, monitoring progress and building capacity through training and technical support. The Manager also plays a critical role in financial oversight, ensuring that budgets and reporting meet donor requirements.

The role encompasses business development activities such as identifying new funding sources and representing the organization at external meetings to enhance visibility and strategic partnerships. Coordination, organizational, and communication skills are essential for supporting multi-country programs effectively and achieving high-quality program impact.

Responsibilities

Grant Management and Compliance

  • Support and ensure the timely and accurate submission of high-quality donor narrative reports.
  • Coordinate donor communications related to approvals for project deliverables, including reports, ad hoc submissions, and revisions to activities and budgets.
  • Review, support revisions and consolidate country office inputs for donor reports and other deliverables including annual work plans.
  • Ensure project deliverables for donors align with contractual requirements and agreements.
  • Contribute to the implementation of Country Strategic Plans and organizational strategy.
  • Support and participate in project management / coordination and governance meetings.
  • Ensure effective coordination between HQ and country offices for key meetings, workshops, and training events.
  • Support program establishment in new countries, from initial research to securing funding, coordinating start-up logistics, and program development.
  • Oversee partner reporting, ensuring timely review and submission of reports.
  • Review environmental impact and other technical assessments, plans, and reports.
  • Coordinate with HQ and project staff to review country project needs assessments, ensuring technical quality and accuracy.
  • Coordinate Canadian public engagement activities where applicable, ensuring deliverables are met.
  • Work across HQ teams to support production of accurate program content for communications, including public relations and social media initiatives.
  • Facilitate knowledge sharing and learning between country programs, HQ departments, and partners by improving knowledge-sharing mechanisms and promoting a culture of learning through the exchange of field experiences and program insights.
  • Engage in external networks and working groups related to program sectors and humanitarian learning to enhance organizational expertise and collaboration.

Financial Management and Donor Coordination

  • Track spending in collaboration with country office staff, HQ grants team, and consortium partners.
  • Ensure budget spending align with donor requirements, support budget preparation for report submission.
  • Review donor reports to ensure alignment of project workplans and activities with approved budgets and variance analyses.
  • Assist in managing contracts, agreements, and institutional donor relationships.
  • Capacity Building and Recruitment

  • Provide regular support and training to country office staff on donor compliance, reporting, and other key requirements.
  • Monitor project implementation and provide strategic guidance and hands-on support to address challenges.
  • Participate in recruitment and onboarding of new country staff as needed.
  • Provide feedback and support for necessary adjustments to implementation plans.
  • Provide training and orientation on environmental assessment methodologies to meet organizational policies and donor compliance requirements.
  • Business Development

  • Qualifications

    Experience & Knowledge

  • Bachelor’s or Master’s degree in International Development or related field.
  • A minimum of 5 years’ experience in project design, management and monitoring and evaluation for programs in complex emergencies or early recovery and development programs, preferably in conflict settings or insecure environments.
  • Progressive experience with an international humanitarian / development organization.
  • Experience working at an International Non-Governmental Organization headquarters is considered an asset.
  • Experience working with humanitarian / development organizations in developing countries is considered an asset.
  • Proven and demonstrable experience in successful proposal and report writing with multiple institutional donors including Global Affairs Canada.
  • Demonstrated experience with Community Based Organizations, women’s rights and gender equality programming, and the capacity strengthening of civil society organizations.
  • Experience in capacity building for a complex international development environment.
  • Experience in budget development, management, and oversight.
  • Skills & Ability

  • Excellent organizational skills with an ability to prioritize, work under pressure and manage multiple time-sensitive priorities.
  • Excellent written and spoken skills in English are required, with strong analytical and report-writing capability including drafting and editing programmatic documents, program reporting, project oversight, etc. Arabic or French is an asset.
  • Excellent administrative skills, backed by demonstrated experience in organizing and managing efficiently information, data, and accountability processes (including contract compliance including financial and narrative reporting);
  • Ability to analyze challenges, apply critical thinking and problem solving to propose workable solutions.
  • Strong managerial and team building skills
  • Technical skills in child-centered programming and at least one of War Child Canada’s thematic programming areas.
