Provide project management and business analysis services for overall scoping, coordination, and delivery of IT and technology components to several medium- to small- sized capital projects, including but not limited to the following :

  • UPCC projects - all sites (BA support for assigned Project Lead)
  • MHSU SPOA (Single Point of Access)
  • Tri-Cities Foundry
  • PHC Wellness Hubs
  • E979 PAH ICU Renovation
  • PAH Kitchen Renovation
  • JPOCSC MDR Cart Washer
  • MMH ED Renovation
  • F598-01 Surrey Memorial Hospital
  • Mental Health and Substance Use - UCRC & SUSAT
  • F598-02 Surrey Memorial Hospital (SMH)
  • Peritoneal Dialysis Unit (PDU)
  • F598-03 Charles Barham (Decant of)
  • OR Booking, AORN, MUE, CRU & Co-location of PAC

Expected work will include :

  • project scope definition;
  • requirements elicitation / documentation for in-scope Digital Patient & Provider Experience (DPPE) deliverables;
  • development of detailed DPPE project plans and alignment with the larger facilities project;
  • coordination of project planning and pre-implementation activities with DPPE teams & resources, vendors, and project teams;
  • vendor management;
  • other miscellaneous project and change management activities through to project close.
  • Services Required :

    The Project Manager will be required to provide project leadership and coordination for the successful implementation as well as providing hands-on analysis as needed to finalize requirements.

    The project deliverables are as follows (note that deliverable timeframes will be agreed upon as part of the initiation activities in conjunction with the steering sponsors) :

    Initiative Management :

  • Develop a project scoping document and guide implementation activities, including pre-implementation (foundational) tasks.
  • Develop and maintain a detailed Project Plan, Project Management Plan, Risk Register, Change Request process, and other project-related documentation.
  • The Project Manager will use FHA Project Management methodology to manage these projects
  • Develop a foundation project framework for future facility projects as it relates to DPPE deliverables.
  • Direct and manage project execution.
  • Ensure system environments are set up and aligned with best practices.
  • Work with internal and external project teams and vendors to ensure tasks are on track.
  • Call and chair project team and other applicable meetings.
  • Document all findings and recommendations in a central area accessible to all project stakeholders.
  • Liaise directly with PHSA IMITS staff and ensure appropriate processes are completed before go-live or implementation.
  • Manage and coordinate End-Use device procurement and implementation strategy.
  • Develop and coordination End Use Device validation process and User Acceptance Testing and sign-off.
  • Create final project closure documentation and perform a post-implementation review, including lessons learned documentation.
  • Scope Management

  • Engage with executive sponsors and key stakeholders to confirm scope definition, goals, objectives, benefits, etc.
  • Identify all pre-implementation (foundational) work required to be completed by the stakeholders in preparation for implementation through engagement with Health Authority resources and the project team.
  • Work with project resources to identify requirements, define, verify and control scope, create, and manage detailed WBS.
  • Work with stakeholder groups to review, identify, clarify, and prioritize requirements.
  • Define project goals and responsibilities, including the creation of a responsibility assignment matrix.
  • Communications Management

  • Identify stakeholders; plan, execute and distribute communications and other related project information.
  • Manage stakeholder’s expectations.
  • Report on performance, schedule, meeting minutes, decisions, outcomes, risks, and other such requested reporting requirements.
  • Provide regular project progress / status reporting to sponsors, steering committee, stakeholder groups, and project stakeholders.
  • Escalate issues / changes outside of the PM authority (, scope changes) to sponsors / steering committee as required.
  • Engage with the capital project team for schedule coordination to meet the project delivery target.
  • Risk Management

  • Perform risk management, including but not exclusive to, risk planning, identification, risk analysis, risk responses.
  • Monitor and control risks, identify mitigation strategies.
  • Identify those areas where the technical teams may lack the technical know-how or resource constraints.
  • Identify relationships, connections, and collaboration points between internal and external technical resources.

  • Specific Qualifications or Experience Required :

  • A proven track record managing IM / IT projects, preferably within a healthcare environment
  • Professional Project Management designation ( PMP) or equivalent project management education and experience
  • Minimum 5 years recent experience in Healthcare with a particular focus on IT systems and operational support
  • Minimum 10 years’ experience in managing projects to implement clinical and business systems
  • Experience in managing complex projects that involve several integrated systems
  • Experience with clinical information systems used within acute hospitals (for example : Medical Imaging, Laboratory, Pharmacy, Surgical, and Health Information Management, etc).
  • Demonstrated clinical stakeholder engagement experience
  • It is an asset if the proponent has experience or knowledge of specific FH processes, downstream clinical applications, and end-to-end clinical and system workflows
  • Proponent shall possess strong problem solving, analytical, organization, and interpersonal skills
  • Exceptional English language oral and written communication, facilitation, and presentation skills
  • Experience developing end-use device deployment and validation plans

  • Constraints and Special Considerations :

  • Access to vehicle to participate in onsite activities
  • While FHA will provide VPN access so that consultants can work remotely, it is expected that they reside locally ( the BC Lower Mainland) for attendance in person on short notice
  • The contractor rate is all-inclusive. No expenses, mileage and parking, will be reimbursed for this contract

  • A Degree in Consulting Category related disciplines and a minimum of four (4) years of related Consulting Category experience; or
  • A Diploma in Consulting Category related disciplines and a minimum of five (5) years of related Consulting Category experience; or
  • A Certificate in Consulting Category related disciplines and a minimum of six (6) years of related Consulting Category experience; or
  • An absolute minimum of eight (8) years of directly related Consulting Category experience.
