Job description

About the Opportunity

The Manager, Budget and Forecast Consolidation is responsible for the development of the annual operating budget, the consolidation of the annual operational forecast on a monthly basis and the development of a multi-year operating forecast for NSHA. We are looking for a seasoned finance professional with experience in financial analysis with an aptitude for designing and working with complex budget and forecasting models. The Manager will lead process improvements within the budgeting and forecasting work of the Finance team.

Below are the core responsibilities of the Manager, under the leadership and support of the Director of Finance. This position has provincial responsibility for the following corporate finance programs and services :

  • Leading the annual development of the operational budget. This includes the technical aspects of designing and making a budget available to operations on a timely basis and includes engagement with operations and other stakeholders. Developing strategies that enable operational priorities including financial accountability is a key deliverable in this work.
  • Leading budget maintenance activities as required.
  • Leading the monthly process to consolidate the financial forecast. This includes the development of data models, tools and processes that will be relied on by the Finance team, operational leaders, and other stakeholders, and the review / impact assessment of forecast results. Quality and accuracy are important in this work.
  • Integrating operational performance results with financial results on a monthly and annual basis.
  • Developing multi-year operating forecasts through engagement with NSHA leaders and other stakeholders. This work is an important input into the organizations’ annual business plan submission and collaboration with various teams will be required.
  • Collaboration with the People Services program regarding the Position Based Compensation Accountability Framework. This work requires interaction with Success Factors software and includes timely assessment of the financial impacts of staffing and hiring plans, and FTE reporting.

This position supports strategic and operational leadership across the organization which envisions, enables and supports the ongoing development and delivery of high quality, provincially integrated health programs and services that are based on provincial standards of care, efficient, sustainable, safe and responsive to the needs of Nova Scotians. The position contributes to the leadership of and supports strategies and operational plans consistent with legislation, accountability frameworks and the mission, vision and values of the organization. The position supports a provincially-integrated process and provides key inputs into the design, development and execution of multi-year business plans to support the effective, efficient and sustainable delivery of services and programs.

About You

We would love to hear from you if you have the following :

  • Undergraduate degree in a related discipline required
  • Minimum of five years’ financial experience in budgeting and financial analysis activities of an organization required. Previous financial forecasting experience is required.
  • Accounting designation preferred
  • Experience with continuous quality improvement initiatives or programs
  • Strong understanding and experience with SAP or other large ERP financial system
  • Demonstrated ability to work with large data sets
  • Detailed knowledge of health care issues
  • High level of accuracy and attention to detail
  • Ability to execute through effective delegation, motivation and oversight
  • Ability to prioritize and meet deadlines
  • Strong analytical, organizational and problem solving skills with the ability to multi-task to meet tight deadlines
  • Excellent verbal, written communication and influencing skills

  • Permanent, full-time position, 75 hrs bi-weekly

    45.45 - $56.81 Hourly
