The salary range for this position is :

  • Recruitment range : $79,376- $87,518 starting salary determined by the PEA Collective Agreement.
  • Performance range : $103,243 salary range ceiling is available through annual performance increases.
  • Job Summary

    Mandate :

    Reporting to the Associate Director, Maintenance and Operations, the Purchasing Officer is responsible for coordinating procurement activities and managing inventory for Facilities Management (FMGT). The incumbent ensures efficient purchasing operations, compliance with university policies, and optimal inventory management to support maintenance and operational needs across campus.

    As a key liaison between FMGT, vendors, and internal stakeholders, the Purchasing Officer streamlines procurement processes, negotiates favorable contract terms, and ensures timely delivery of goods and services. This role is instrumental in maintaining an organized and cost-effective purchasing system while upholding UVic’s financial and operational standards.

    Objectives :

  • Optimize procurement processes and purchasing procedures to enhance efficiency and cost-effectiveness.
  • Ensure compliance by adhering to university policies, procurement regulations, and industry best practices.
  • Enhance vendor relationships by working closely with suppliers to negotiate contracts, resolve delivery issues, and ensure service quality.
  • Improve inventory management by maintaining accurate inventory records and optimize supply chain operations.
  • Support financial planning by providing data and reports for budget forecasting and cost analysis.
  • Job Requirements

    This position requires a level of education, training, and experience equivalent to an undergraduate degree or technical diploma in a relevant field (e.g., supply chain management, business administration, or logistics) with specialized training in procurement (e.g., SCMP, CPPM), and a minimum of 5 years of procurement experience, preferably in a facilities management or public sector environment. An equivalent combination of education, training, and experience may be considered.

    Knowledge, skills, and abilities include :

  • Demonstrated experience in public sector procurement policies, contract management, and vendor negotiations.
  • Strong knowledge of financial administration, budget planning, and inventory control.
  • Proficiency in procurement and inventory management software, as well as Microsoft Office applications.
  • Strong analytical and problem-solving skills with a focus on cost optimization.
  • Excellent negotiation skills and ability to foster positive supplier relationships.
  • Highly organized, with strong attention to detail and ability to manage multiple tasks in a fast-paced environment.
  • Effective communication skills, both written and verbal, with the ability to interact professionally with internal and external stakeholders.
  • Ability to work independently and collaboratively within a team environment.
  • Strong customer service orientation with a proactive and solution-focused approach.
  • Commitment to continuous improvement and operational efficiency.
  • Assets :

  • Familiarity with UVic’s purchasing policies and procurement processes.
  • Experience developing and managing service agreements.
  • Knowledge of BCNET procurement processes.
  • Experience with inventory management software and warehousing practices.
  • Forklift certification and WHMIS training.
