Reporting to the Executive Director, Capital Planning, the Director, Capital Planning and Project Development performs a key leadership role for complex capital projects across BC Cancer that are multifaceted with great organizational and health care system risk.

The Director is responsible for providing leadership and expertise in the planning, implementation and evaluation of capital projects and ensuring projects are delivered within scope and meets budget, schedule and quality requirements.

The Director leads the capital projects from procurement to completion and is responsible for ensuring appropriate engagement with executive sponsors and development of project plans to guide project work, including consultation and communication of project status with key partners.

The Director is responsible for continuously encompassing BC Cancer’s vision through all change resources, enablers and efforts.

The Director models a culture of quality aligned with the organizational mandates, leads capital projects with project management best practice, oversees the establishment of appropriate project reporting and evaluation methods, and ensures the coordination of resources, advancement of priorities, and promotion of collaboration and commitment of key partners to project goals.

Liaises and collaborates with key partners at all levels at BC Cancer and PHSA, as well as externally with regional Health Authorities to consult and ensure commitment to the advancement of capital projects service delivery.

The Director maintains and strengthens strategic partnerships and linkages with other organizations; provides leadership, guidance, and direction to a variety of teams and committees.

The Director delivers, allocates and manages the physical, human, and financial resources for their portfolio.

What you’ll do

Lead the planning, implementation and evaluation of multiple major capital projects in support of the organization’s mandate and the BC Cancer capital plan and ensures project objectives are delivered to scope, schedule, and budget.

Provides leadership by facilitating awareness, mitigating risks and ensuring coordination with other projects or aspects of operations to address conflicts and overlaps.

• Deliver high-impact solutions to the Executive Director, Capital Planning by identifying key issues, defining appropriate work structure, and driving workable recommendations that create value for the organization.
• Collaborate with operational leaders, Provincial Program leaders and the Business Initiatives and Strategic Priorities portfolio, implements the BC Cancer capital plan through development of action plans, providing consultation, advice and support for the leaders responsible for the deliverables, and ensuring readiness for project implementation, including acquiring all necessary approvals to proceed.
• Provide leadership for capital projects, maintains ongoing support for initiatives from project sponsors and user groups, ensures appropriate engagement, review and approval of project plans and deliverables is achieved, updates partners on project status and ensures effective communication channels are in place to facilitate a clear understanding of ongoing capital projects and their prioritization within the organization.
• Work closely with Executive sponsors and project managers to develop and monitor practices in project management to ensure project timelines and budget constraints are met.

Identify barriers and mitigation strategies to ensure initiatives and projects remain on track and moving forward. Provide leadership, supervision and guidance to project managers and project teams.

What you bring

Qualifications :

• A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration,Business Administration or relevant health care discipline.
• A minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of partner groups.
• Project Management Professional designation considered an asset.
• Experience or working knowledge of quality improvement methodology, change management is key to the success of this role.

• Proven success as a project manager and broad knowledge of project management principles, methodologies, and tools and practices.
• Excellent interpersonal skills and the ability to coach, motivate and mentor others and able to work collaboratively with multidisciplinary teams to find the most effective outcomes.
• Strong oral and written communication skills to communicate effectively with multiple audiences.
• Build and sustain mutually beneficial working relationships.
• Ability to interact tactfully and effectively with staff at all organizational levels both internally and externally to BC Cancer and PHSA.
• Ability to negotiate, influence and mediate resolutions to complex situations.
• Proven ability to achieve, and to recognize the need for, alignment with the strategic direction of the organization. Develop and analyze potential strategic scenarios and options and identify gaps and opportunities.
• Work collaboratively with multidisciplinary teams to find the most effective outcomes.
• Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
• Model and support full team commitment to Indigenous Cultural Safety and anti-racism.
• Demonstrate humility and heart-led leadership.
• Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
• Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Salary Range : $116,591 - $167,600 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.

Salary will be prorated accordingly for part time roles.

Location : Provincial Position- Applicant may work based out of any BC Cancer location.
