Overview
The Senior Manager, Stakeholder Relations is responsible for leading and supporting the development and implementation of the Project’s communications and engagement plan, including the Project’s stakeholder management plan.
This position is located at the Project office at King George Blvd, Surrey (at King George SkyTrain Station). The position is eligible for a hybrid telework agreement (3 days in the office).
Key Accountabilities
- Supports strategic engagement planning, leading the development of the Project’s communications and engagement plan, including stakeholder mapping and management.
- Leads outreach and engagement efforts with identified stakeholders with the goal of developing close and collaborative working relationships.
- Leads or supports, as needed, public engagement efforts.
- Serves as a liaison between the Project’s Discipline Leads (i.e., Technical, Environmental, Indigenous, Public Art) and key stakeholders to understand respective interests and needs and communicate them accordingly.
- Coordinates stakeholder participation in design and construction planning activities, as appropriate.
- Provides engagement support, as required, for property acquisition and access agreements.
- Establishes a performance accountability and reporting framework for engagement activities and requirements.
- Advises on engagement requirements for contracts, including Schedule 15 - the Communications and Engagement section of the main contract with Project Contractors.
- Identifies emerging issues / risks and develops solutions with the Project Team and stakeholders, as appropriate, to mitigate impacts.
- Represents the Project by attending community outreach events, presenting at stakeholder and community meetings, and delivering internal briefings, as needed.
- Produces outreach / engagement / stakeholder materials, as needed, such as Issues Notes, Briefing Notes, Project brochures, presentation slide decks.
- Leads the Project Team in the training and use of the database management system.
- Leads, coaches, mentors, and supervises Segment Managers and other assigned staff.
- Manages contracted resources, as needed.
Qualifications
- University Degree and significant experience in community, stakeholder and government relations
- Direct experience in leading successful engagement activities with multiple stakeholders and conflicting priorities, including municipalities, businesses, residents, industry groups and interest groups;
stakeholder engagement experience on multi-phased, major transportation or infrastructure projects in an urban setting would be considered an asset.
- Demonstrated ability to manage stakeholder expectations and collaborate with a multi-disciplinary team on a major project with broad and complex engagement issues.
- Demonstrated understanding of local culture, jurisdictional mandates, municipal and provincial affairs, and local stakeholders’ priorities relevant to the Project.
- Proficient knowledge of risk management practices and senior level experience in analyzing stakeholder engagement risks / issues and developing solutions to mitigate impacts.
- Sound judgement, and excellent organizational, project management, analytical, problem solving and prioritizing skills.
- Experience in efficiently managing engagement resources, including a combination of direct reports and external consultants.
- Exceptional relationship-building, communication, facilitation, negotiation, presentation and interpersonal skills.
- Familiarity with the principles, methods, practices, and terminology associated with heavy civil engineering and construction activities, and the ability to interpret technical drawings would be an advantage.
- Proficiency in Word, Excel, PowerPoint, social media platforms, and database management systems. Experience in graphic design would be an advantage.
