Reporting to the Project Management and Delivery (PMD) Team Lead, the Capital Program Project Manager provides technical and project support in the day-to-day implementation and delivery of capital project management services from project initiation through contracting, construction and closeout on numerous projects of varying size, cost, and complexity.
The focus of support is on efficient operation, repair, refurbishment, upgrades and development of new Crown Land Infrastructure and assets in Parks and Public Lands, such as day use, campgrounds, trailheads, water and wastewater systems, roads, trails, bridges, secondary utilities and other related outdoor recreation infrastructure.
As project manager you will :
- Provide on-site direction and supervision of private sector consultants and contractors engaged by the Department to perform assigned project support functions and capital upgrades
- Scope work and projects, obtain sign-off from Team Lead and regional stakeholder, provide on-site supervision and sound, relevant direction relating to conceptual and detailed design work done by consultants and the Design and Development (DDS) team
- Explore options and provide recommendations; prepare and coordinate request for quotes and proposals, professional service agreements, construction tenders, contracts and work orders to select contractors
- Provide project management services per Department procedures to effectively coordinate / manage scope / cost / schedule for work performed by contractors and consultants
- Ensure responsibilities are delivered with a focus on safety, environmental stewardship and regulatory compliance
- Conduct assigned infrastructure planning and feasibility studies, preliminary engineering assessments, including preparing and managing professional service agreements and construction contracts involving engineering, environmental sciences, architecture, surveying, monitoring, conceptual plans and detailed designs
- Technical input and support as required in the day-to-day implementation and delivery of capital projects and regional operational services
The position directs contracted personnel on a regular basis and thus requires tactful communication and interpersonal skills to develop and maintain positive interaction with professionals, team leaders, staff and senior staff within the Ministry, other Municipal and Provincial Government Departments, outside professional consultants, approving agencies and the public.
