Reporting to the Director, Nova Scotia Provincial Programs (NSPP), the Contract Manager, Provincial Programs Government Business , will be accountable for all aspects of contract management to support provincial government business clients. In this role, the Contract Manager will provide a consistent approach to contract governance, client relations management, contract negotiations and oversight on the implementation of requested development work.

Within this position, the Contract Manager will oversee a team of direct reports who support various contract service functions including privacy governance, proposal responses, quality assurance and client reporting.

Key Responsibilities :

  • Monitoring overall contract performance against all deliverables, collaborating with the provincial leadership team and shared service partners to ensure the application of pro-active measures to avoid contract issues, through working closely with operations managers and contract management resources.
  • Acting as the point of escalation for clients, internal leaders, and Medavie shared service area partners. Assessing escalated issues, determining the appropriate resolution, and coordinating with the director, internal support areas and with customers to implement and conclude the resolution.
  • Establishing and maintaining productive relationships with internal colleagues in provincial programs and our shared service areas as well as with appropriate external stakeholders. Significant emphasis placed on our in-force government business clients.
  • Lead and develop the team, focusing on staff growth, development, and cross-training. This includes employee performance reviews, providing feedback and coaching, and assisting with action planning and career development. Including a focus on continuous improvements within the team and business area overall.
  • Ongoing analysis of our existing contracts and subsequent reviews over time with peers to assess and implement best practice approaches across all government business contract management, determine an approach to favorable and non-favorable clauses, identify improved approaches to negotiating specific topics, and identify opportunities to align contract approaches with internal business goals.
  • Working with other Government Business Contract Managers to monitor all contract status, renewals, and renegotiation processes to retain smaller contracts; acting as a key member of negotiation committees on complex multimillion dollar contracts.

Qualifications :

Education : A bachelor's degree in a relevant field and / or post-secondary education focused on the management of complex service-based contracts.

Experience : Six to nine years of experience specifically related to government service-based contract management with previous negotiations experience.

Knowledge & Skills :

  • Service based contract knowledge in the government industry with negotiations expertise and complex customer resolution strategies.
  • Highly effective communication skills with a variety of stakeholders, including managing issues with political nuances to ensure overall commitment and an overall win for government business.
  • Demonstrated ability to build team confidence, effectiveness and performance through coaching, recognition and regular feedback.
  • High technical aptitude and the ability to understand system and process linkage as it relates to process and service delivery.
  • Demonstrated ability to understand the goals of the organization and translate them into a functional departmental plan.
  • High level of integrity and accountability while demonstrating flexibility and initiative.
  • Proven ability to build effective relationships, both with internal and external stakeholders.
  • The ability to work in a fast-paced environment, with demonstrated function of effective organizational and prioritization capabilities.
