Job description

Basic Function :

The Communications Officer provides communication consultation, advice and support to senior leadership and management in the delivery of Norfolk County programs and services. Develops and implements corporate communication strategies as well as tactical implementation, including the design, development, execution and assessment of communication tools.

Position Description :

  • Receive work orders to develop communication tactics and implements their use (media materials, special events, marketing communication material, web writing, new media tools, internal communications, etc.).
  • Liaises with the media to respond to information and interview requests and assists Norfolk County spokespersons in preparing for interviews.
  • Assist with the maintenance of social media content to support program and organizational communications.
  • Assist in the development and updating of presentations and promotional materials and communications strategies and campaigns to ensure effective messaging while sometimes navigating a political environment.
  • Works to ensure content for the County’s online communication tools (e.g., web, social media) are aligned to the County’s strategic directions and also to best practices for communication and in compliance with AODA legislation.
  • Oversees the maintenance of the corporate brand / corporate identity. Monitors and reviews publications for consistent use and application of standards, policies, and guidelines (e.g., graphics, writing guides). Writes / approves media releases, as required.
  • Guide communication and / or executing the marketing plans necessary to promote new and ongoing promotions for all divisions of Norfolk County.
  • Create documents that are AODA compliant and assist staff with adhering to the legislation and guidelines.
  • Assist with the writing and implementation of document / publication policies.
  • Perform layout and design of publications, reports, displays, templates according to project requirements.
  • Facilitate all newspaper advertising for Norfolk County which includes formatting the ads, obtaining quotes and placing the ads.
  • Supports the Director, Corporate Communication in implementing the team’s business plan.
  • Participates in Corporate committees that relates to the functions of Corporate Communications.
  • Works with clients using the Corporate Communication measurement practices, to assess and evaluate the effectiveness of communication activities.
  • Assist with the measurement of impact and reach of media campaigns using online metrics and other analytical tools.
  • Liaises with community partners and vendors to advance communication products and projects, this includes emailing successful and unsuccessful bidders on print projects.
  • Source and administer contracted service of photographer, printing, and videography.
  • Adhere to set budgets for advertising campaigns.
  • Assist with the maintenance and upkeep of the communications file archive in adherence with records and information management best practices.
  • Performs other duties as assigned.

Requirements

Knowledge and Experience :

  • Post-secondary degree in English, communication, media studies, public relations, journalism, political science, marketing or related field.
  • Over three years’ experience in a formal communication role with progressive experience in communication planning.
  • Preference will be given to applicants with demonstrated expertise in one or more of the following areas : graphic design and use of design software, preferably Adobe InDesign; using a web content management system and / or basic knowledge of HTML; photography; video editing; social media management; and corporate or visual identity (brand) monitoring.
  • Past experience providing consultation and excellent customer service to internal clients.
  • Skills and Abilities :

  • Superior writing ability, with excellent knowledge of grammar and Canadian Press style, and the ability to write for a wide range of audiences
  • Ability to multi-task and prioritize tasks throughout the day based on urgency.
  • Excellent knowledge of current communication and engagement trends.
  • Knowledge of privacy, confidentiality and information legislation as it relates to Canadian municipalities.
  • Computer expertise must be able to apply basic functions of Corporate standard software.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
  • A valid Ontario driver’s license and access to a vehicle, as travel is required.
