About the BCLDB :

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

In Human Resources (HR), we support a large, distributed organization with a range of services from our Talent & Compensation, Organizational Development & Change, Employee Relations and Investigations, and Occupational Health and Safety teams. About this role :

Reporting to the Senior Manager, Employee Relations & Investigations, the ER Investigator is principally focused on leading major employment investigations into complex allegations of workplace misconduct. The ER Investigator is also responsible for conducting assessments and investigations under the Public Interest Disclosure Act.

A criminal record check is required.

Candidates who are located near a BCLDB office (Burnaby, Victoria, Kamloops) will be offered hybrid work opportunities. For candidates not located near a BCLDB office, fully remote work will be considered, with the expectation that the candidate is able to travel to nearby BCLDB sites on an as-needed basis (i.e. store locations, etc.). Occasional overnight travel may be required.

Position requirements :

Education and Experience :

Degree or diploma in labour relations, employee relations, human resources, administrative law, or investigations or related discipline.

A minimum of three (3) years of recent, related progressive experience

  • as a Labour Relations practitioner, with direct experience and knowledge relating to complex workplace investigation best practices in a unionized work environment.

An equivalent combination of education and experience may be considered, i.e., a minimum of four (4) years of recent, related progressive experience

  • as above, including coursework towards a degree, diploma, or certificate in labour relations, employee relations, human resources, administrative law or investigations or related discipline.
  • Recent, related progressive experience must include the following and must have occurred in the last 6 years :
  • Conducting full-scope complex labour relations and employee relations investigations including fact finding, conducting interviews and preparing reports.
  • Experience providing guidance and / or advice for workplace investigations and dispute resolution.
  • Preference may be given to those candidates with any of the following :

  • Experience exercising judgment and providing analysis in complex and diverse employee relations situations grounded in company policy and procedures, collective agreement language and employment law.
  • Experience working at a senior advisory level.
  • Experience applying due diligence regarding legal implications and applying various Acts, and policies to a variety of labour relations situations.
  • Experience in a unionized working environment addressing conflict situations with the intent to develop mutually acceptable conditions.
