Job description

The Project Engineer (Structures & Special Projects) is a key team member in the management of water, wastewater and stormwater capital projects at Halifax Water. They provide leadership in Halifax Water by delivering services that protect public health and the environment through the delivery of capital projects.

The Project Engineer (Structures & Special Projects), reporting to the Manager of Structures & Special Projects, is responsible for the provision of professional engineering and construction project management services to deliver key and unique capital infrastructure projects from conceptualization through to implementation and warranty phases of the project. They will provide basic to heavy civil construction expertise to the Strategic Projects group for identified projects that support Halifax Water’s long-term infrastructure plans as indicated in the Integrated Resource Plan.

Duties & Responsibilities

  • Provide technical and project management support for capital projects including scope, cost, schedule and quality control across conceptual planning, design, contract document preparation, external consultant management, construction management and project closeout.
  • Work with a team comprised of professional and technical staff responsible for the execution of design and construction of capital projects in support of the structures and special projects assigned. Work closely with other Halifax Water staff as it relates to the planning, procurement, contract management, delivery methodologies and reporting of the project phases.
  • Prepare project recommendations, scope of work documents and manage the execution of internal staff, external consultant and contractor activities.
  • Lead investigations and studies related to water, wastewater and stormwater infrastructure. Coordinate and / or conduct field inspection, construction inspection, reporting, safety audits, and data collection related to the planned or existing infrastructure.
  • Deliver and execute full range of infrastructure projects with a core focus on projects generated from Halifax Water’s long-term plans as established in the Integrated Resource Plan, from major structures to vertical or unique infrastructure.
  • Assist with and provide support (review and implementation) of a range of infrastructure projects from small to large.
  • Liaise with the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers, insurers and other stakeholders.
  • Develop and maintain relationships with internal Halifax Water staff, consulting engineer and constructor communities as it relates to design and construction of capital projects.
  • Manage and utilize databases for the collection, coordination and reporting of Halifax Water project management data.
  • Provide support and mentorship to junior staff for the execution and delivery of projects and assignments.
  • Perform other related duties as may be assigned.

Minimum Qualifications

Education and Experience

Education :

  • Post-secondary degree in Engineering (Civil, Mechanical, Process or Environmental) along with Professional Engineer (P.Eng.) designation.
  • Experience :

  • Minimum five years of progressively responsible related experience in an engineering field; construction / construction management and project management experience.
  • Other Requirements

  • Must be eligible for membership with Engineers Nova Scotia
  • Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification (asset)
  • Must have a valid NS driver’s license
  • Must be willing to undertake and maintain the following safety training : First AidGlobally Harmonized System (GHS) (Formerly WHMIS)Additional safety training as identified based on legislative and operational requirements
  • Knowledge, Skills and Abilities

  • Experience with project cost estimating and scheduling; consultant and contractor coordination and procurement.
  • Familiar with the use of Canadian Construction Documents Committee (CCDC) documents for project delivery contracts.
  • Civil construction experience managing vertical infrastructure projects; such as buildings, dams, water or wastewater treatment facilities, pump stations and chambers, etc. would be considered an asset.
  • Demonstrated track record of successful project delivery on civil infrastructure construction projects.
  • Knowledge of Provincial Acts, HRWC Regulations, Municipal By-Laws and Policies as related to municipal infrastructure.
  • Knowledge of engineering principles, policies, regulations and practices relating to municipal infrastructure.
  • Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Knowledge of various project delivery methodologies including design-bid-build, design-build, progressive design-build, integrated project delivery and construction management alternatives.
  • Ability to monitor, interpret and forecast a project’s cost reports ensuring they are in line with estimates.
  • Ability to develop engineering solutions to infrastructure problems.
  • Leadership, teamwork and interpersonal skills.
  • High level of initiative, and ability to achieve results through effective interaction with other staff.
  • Ability to work collaboratively with a positive attitude.
  • Ability to adapt to change in the work environment.

  • Strong computer / software skills, including the Microsoft suite of office software, spreadsheet development, database development, and other engineering related computer applications.
